Kültür ve Turizm Bakanlığı Personelinin Somut Olmayan Kültürel Mirasa İlişkin Değerlendirmeleri Üzerine Bir Çalışma

Özet
2003 yılında kısa adı UNESCO (United Nations Educational, Scientific and Cultural Organization - Birleşmiş Milletler Eğitim, Bilim ve Kültür Örgütü) olan Organizasyonun Otuz İkinci Genel Konferansında kabul edilen “Somut Olmayan Kültürel Mirasın Korunması Sözleşmesi”, 19.01.2006 tarihinde TBMM Genel Kurulunda görüşülerek “Somut Olmayan Kültürel Mirasın Korunması Sözleşmesinin Onaylanmasının Uygun Bulunduğuna Dair Kanun” ile (Kanun No: 5448) onaylanmış ve 21 Ocak 2006 tarihli, 26056 sayılı Resmi Gazete’de yayımlanarak yürürlüğe girmiştir. Bu konu ile ilgili belgelerin 23 Mart 2006 tarihinde UNESCO’ya teslim edilmesiyle birlikte ülkemiz sözleşmeye taraf olan devletlerden birisi olmuştur. Bu tarih itibariyle ülkemiz gündemine giren SOKÜM kavramı, o günden bu güne kadar güncelliğini korumuş ve bu konuda yapılan çalışmaların sayısı her geçen gün artmıştır. Yukarıda adı geçen Sözleşme’nin 2. Maddesine göre somut olmayan kültürel miras; “toplulukların, grupların ve kimi durumlarda bireylerin, kültürel miraslarının bir parçası olarak tanımladıkları uygulamalar, temsiller, anlatımlar, bilgiler, beceriler ve bunlara ilişkin araçlar, gereçler ve kültürel mekânlar” biçiminde tanımlanmaktadır. Ülkemizde somut olmayan kültürel miras ile ilgili iş ve işlemler ise T.C. Kültür ve Turizm Bakanlığı’nın ana hizmet birimlerinden birisi olan Araştırma ve Eğitim Genel Müdürlüğü tarafından yürütülmektedir. Adı geçen Genel Müdürlükte sadece bu konu ile ilgilenmek üzere teşkil edilen “Somut Olmayan Türk Kültür Mirası Dairesi Başkanlığı” adı altında bir daire başkanlığı bulunmaktadır. Söz konusu daire başkanlığında görev yapan personel başta olmak üzere bu daire başkanlığının bağlı olduğu Araştırma ve Eğitim Genel Müdürlüğünde görev yapan diğer personelin ve hatta Kültür ve Turizm Bakanlığında görev yapan tüm personelin SOKÜM ile ilgili her türlü bilgiye sahip olduğu gerçeğinden yola çıkarak yapılan bu çalışmanın amacı, adı geçen Bakanlık personelinin Somut Olmayan Kültürel Miras’a ilişkin görüşlerini belirlemektir. Çalışmada, yarı yapılandırılmış görüşme formu eşliğinde nitel araştırma yöntemlerinden birisi olan “Yüz Yüze Görüşme Yöntemi” kullanılmıştır. Görüşmecilere yarı yapılandırılmış sorular sorulmasının nedeni görüşme esnasında görüşmecilerden gelen geri bildirimler sonrası yeni sorular sorabilmektir. Çalışmada toplam on beş personel ile görüşülmüş olup bu personelin çalışmanın yapıldığı esnada Somut Olmayan Türk Kültür Mirası Dairesi Başkanlığında görev yapan veya daha önce görev yapmış personel olmasına dikkat edilmiştir. Görüşmecilere, görüşme formu eşliğinde somut olmayan kültürel mirasın ilgili bakanlıktaki iş ve işleyişine yönelik açık uçlu olarak on iki temel soru ve gerektiğinde görüşmenin akışına göre ek sorular da sorulmuş ve elde edilen veriler derlenerek bilimsel bir bakış açısıyla yazıya aktarılmıştır. Çalışma sonrasında, Bakanlığın ilgili biriminde görev yapan personelin somut olmayan kültürel mirasın ne olduğunu tam olarak kavrayamadıkları, bu konuyla ilgili iş ve işlemleri sadece kendilerine verilen bir görev olarak değerlendirip yerine getirdikleri, bu konuyu sadece konu üzerinde uzun süredir çalışan uzman personelin bildiği ve önemsediği tespit edilmiştir.

Abstract
“The Convention for the Safeguarding of the Intangible Cultural Heritage”, which was accepted by UNESCO (The United Nations, Educational, Scientific and Cultural Organization) at the Thirty-Second General Conference of the Organization in 2003, was put into effect by being declared on the Official Gazette, no. 26056 and dated January 21, 2006, after having been approved with the “Law on the Approval of the Ratification of the Convention for the Safeguarding of the Intangible Cultural Heritage” (Law No.: 5448) by being negotiated at the General Assembly of the Grand National Assembly of Turkey on January 19, 2006. Together with the submission of the documents, related to this issue, to UNESCO on March 23, 2006, our country became one of the parties of the convention. The concept of ICH, which became a part of our country’s agenda as of this date, has conserved its contemporariness since then, and the number of studies on this issue has increased with each passing day. As per the second article of the aforementioned Convention, the intangible cultural heritage is defined as "the applications, representations, narrations, knowledge, skills, and related means, tools, and cultural places which are defined to be a part of their cultural heritage of communities, groups, and individuals in some cases." In our country, the works and operations related to intangible cultural heritage are conducted by the Directorate General of Research and Training, which is one of the primary services of the Ministry of Culture and Tourism. There is a “Department of Turkish Intangible Cultural Heritage” which is established to deal with only this subject under the aforementioned Directorate General. The purpose of this study, which was conducted by starting from the fact that not only the personnel who are working at the given department in particular but also other personnel, who are serving at the Directorate General of Research and Training, under which this department is operating, and even the entire personnel of the Ministry of Culture and Tourism have every kind of knowledge about ICH, is to determine the views of the personnel of the specific Ministry about the Intangible Cultural Heritage. In the study, “Face-to-Face Interview Method”, which is one of the qualitative research methods, was used together with a semi-structured interview form. The reason for asking semi-structured questions to the interviewee is to be able to ask new questions after the feedbacks, given by the interviewers during the interviews. Having interviewed with the total of fifteen personnel in this study, it was given attention that they were from the personnel who are working or have worked at the Department of Turkish Intangible Cultural Heritage. Together with the interview form, having been prepared before the interviews, twelve basic questions were asked about the work and operation of the intangible cultural heritage at the related ministry as well as additional questions according to the course of the interviews, and the gathered data were compiled and written from a scientific point of view. After the study, it was found that the personnel appointed at the related department of the Ministry could not completely comprehend what the intangible cultural heritage is; that they considered and performed the work and operations about this subject as a task that was given them; that only the specialist personnel who had worked on this subject for a long time knew and cared about this.
